I admit that my view of what happened at the citadel is fuzzy at best, and I kind of like your vision better than mine. If you don't mind, I think I might incorporate some of it into my post.
I still think that the Reapers will be processing everyone they can get their hands on, but now I don't think that they will be done by the time Shepard arrives.
